What's the most efficient way of copying the database structure including all tables, queries, forms and reports etc without the actual data.  Thank you.

Karl's copy and empty will work; another approach is to create a new, empty database and use External Data... Import. There's an option when importing Tables to import "design view only".

There may be some small lookup tables (states and city names, etc.) that you might want to preserve, so the import process would require some discretion.

I would do a file copy, delete all records, and compact & repair.
