Protecting/locking Legacy Forms

I'm using Word 2007.  I've created a form with check boxes using the Legacy tools, but I can't lock/protect the document using the "Yes, Start Enforcing Protection" button because the button is not active (I only see a light grey silhouette of the button). 

I've tried everything in the "Protect Document" menu in the Developer ribbon: I don't see the Enforcing button available in either the Restricted or Unrestricted modes. 

Why can't I start Enforcing Protection on Filling In Forms?

    If the Design Mode button in the same ribbon tab is turned on, click it to turn it off.

    Hi nicky

    Did you insert these controls in the main document text, or in something else like a Textbox? Form fields won't work in a text box (or other graphical object), so you can't protect the document because Word can't "see" the form fields (it thinks there aren't any).
