What version Publisher?

In early versions, Arrange, Layout Guides, Grid Guide tab, Three columns, no spacing. You can then use lines to mark the fold lines.

In Publisher 2010, Page Design tab, Guides, Grid and Baseline Guides (bottom option in the list). Three Columns, no spacing.
