Apply for Microsoft Trusted Root Program

Dear team,

I am writing to you on behalf of BORICA, a Qualified Trusted Service Provider in Bulgaria, listed in EU Trusted list (https://webgate.ec.europa.eu/tl-browser/#/tl/BG).
We would like to complete the Microsoft Trusted Root Program application form at: https://learn.microsoft.com/en-us/security/trusted-root/new-ca-application via https://aka.ms/rootcertapply but we are not able to find it. This link leads us to https://learn.microsoft.com/en-us/samples/browse/?redirectedfrom=TechNet-Gallery but there again we can not find the form.

Please advise us how to proceed in order to find and fill the form.
