CDC Service for Oracle by Attunity download from MIcrosoft

I have issue on the setting up the services . I am installing version

CDC Designer for Oracle

Attunity Ltd

Version: 5.0.0.0

And during starting up the services , I have got the following error.

I have already installed oracle client (oracle instant client) already and set ORACLE_HOME=PATHTOTHECLIENT in System environment

Any one has experience on this tools ?

Also anyone know where I can find the Visual Studio( visual studio 2019) Package Builder(build ssis package) for Attunity Oracle CDC ??
