Is there a way to move a callout but fix the tip so that it remains where it was pointing? Didn't this used to be possible in previous versions of PowerPoint?

That feature went away with PPT 2003. You can't do that anymore.

I'm not sure you ever could but you can reposition just the "point" by using the yellow handle.
