Using a Pivot table insert rows to enter projected data

I have departmental expenses data as Pivot table. The rows contain the type and description of expenses and the columns have the months across. I want to utilize the data and populate a projection for the next year budget. I know that I can insert rows in a Pivot table but data could not be entered. What is the best way to accomplish my needs?
