Activation error - 'communication problem'

I have installed Office Home and Student. When I try to activate on-line I am told there is a 'communication error', and that I should 'try again in a few minutes'.  Trying later I always get the same response. I don't seem to be able to get anything that helps with to telephone activation.

The "simple fix" is to go with phone activation instead of internet activation.
