Security Alert: Encrypted Macro

I am running Excel 2007 trying to open a homework file from my professor, and the macros are automatically disabled without the option of enabling them. This is the message that comes up: This file contains encrypted macros that have been disabled because there is no antivirus software installed that can scan them. To fun these macros, remove the encryption or permission restrictions on the file.

I took it to the OIT center, and they worked for almost two hours and nothing worked. I have uninstalled and reinstalled the office software, and called Microsoft. My antivirus software is brand new and was checked out by OIT and they said nothing was wrong. Any suggestions?
