changing defaults for footnotes

My professors have requested that we turn in all papers with 12 pt. font footnotes.  Where do you go to change the default settings for footnote fonts?

    Modify the font in the Footnote Style.

    With the selection in the text of a Footnote, press Ctrl+Shift+s to display the Apply Styles dialog and Footnote Text should appear in the Style name control.  Click on the Modify button to display the Modify Style dialog and make the necessary changes and then, if desired, check the radio button for New documents based on this template to set the modified style as the default.
