Normal digits (123...) are known as Arabic numbers in English.  The only other type of numbers commonly used in English are Roman numerals (i, ii, iii, iv, v, etc.)

I guess by Arabic numbers, you may mean something like those shown at http://arabicmore.info/i/jpg/arabic-numbers-1-10.jpg that have the names of wahid, itnan, talatah, arba'ah, hamsah, sittah, sab'ah, tamanyah, tis'ah, 'asrah

The Knowledge Base Article http://support.microsoft.com/kb/823002 says that it "explains how to type Arabic and English numbers in Excel Cells.

    -- Hope this helps.

By Arabic numerals do you mean Eastern Arabic as opposed to Western Arabic as defined at this web site:

    Hi,

I don't understand this. Are you saying you want to type (say) Ten in a cell in Excel and have it recognised as a number?
