document compare not checking Headers??

I'm running Word 2007 under Windows 7 -- when comparing two documents Word does not check the Header.  What's up with this?  If it doesn't check the header, then don't make this an option in the Document Compare window/menu and provide a warning.  When I look at the completed document, it apparently doesn't have headers at all. They are not viewed at all. 

This seems like a major glitch to me.  When I search online I see that people have been having this problem going back to 2009.

Is this fixed in Office 2010?

In Word 2010 when I run a document comparison it does compare headers.  However that doesn't show up until I close the panes for the other original and revised documents leaving only the comparison document. Don't know how 2007 handles it or if it is different. If you have either of the original documents showing in panes try closing those panes.
