Conditional formatting using 3 coloured arrows

I would like to use an icon set using the three coloured arrows where Green arrow > = 95%, Amber arrow is < 95% and >=90% and <90%, Red arrow is <90%.  Using this but will not give me amber arrow ie 94% should have an amber arrow but showing green!!!  Help???

You're probably confusing the percent settings in the Manage Rules boxes with the actual number settings you should use.  If the values in your cells are percentages they will actually have values like 0.95 for 95%, 0.93 for 93% and 0.89 for 89%.  If you set the Type box in the Edit Rule window to Number and enter the values 0.95 and 0.9 for the green and amber arrows then you should find the rule works.  The percent values are used for formatting the top x percent, Excel will work this out depending on the values.
