I attempted to download the link I was provided. It took over an hour to download.

http://msft.digitalrivercontent.net/01/306069278-10238044--NOA//office2010/X16-32250.exe

After I opened the file it stated

"X16-32250.exe" is an executable

file . Executable files may contain viruses or other malicious code that could harm your computer. Use caution when opening this file. Are you sure you want to launch "X16-32250.exe"?

When I hit yes to launch it.  It began executing.  after it finished

executing it stated

"A required c:docume-1/owner-1.sof/locals-1/temp/owp16e.temp\proploser.ww/osetup.dLL

cannot be loaded, this may indicate that the file is missing or damage"

In addition to the suggestions by Palcouk, start the system in clean boot to check if any non-Microsoft application is causing the problem and try downloading the file again.

Note: Read the disclaimer mentioned in the article.

Note: Once the trouble shooting is done, start the system back in normal mode.

Either download again, or better still order the backup disk
