Microsoft account sms problem? affectly 'bricking' pc:s

Question

My uncle has a windows 10 laptop with a wierd problem after the latest windows update; and is unable to login.
the login screen is in swedish but message is (translated by me)
'An error occured and your pin is unavailable. click here to configure your pin again.'

But when we try this we get an error message that says microsoft can't send sms..

And there is no way to login and use the device..
And there is no where to contact microsoft to report this, is there?
Microsoft has affectly bricked the pc..
What can I do?

Does your uncle has another account on his laptop?
If he has, use the other account for login to use computer, if he doesn’t have, thing will be difficult, because this situation is related to his Microsoft email account, Outlook is currently not supported in the Microsoft Q&A.

We had of course tried to login from other devices. but ms did could not send sms.
On monday lunch they had fixed it.. ond sms function worked. Nothing different at our end...
So now he can use the computer again..
