I had the same problem and whilst trying to solve it found this thread.
I did find a solution - through trial and error.
- Create a new presentation using your blank.potx
- File/Info and from the Check for Issues drop down select Inspect Document
- Check for all Document Properties and Custom XML (not sure which is the offender)
- The results are shown I saw that there were document properties and personal info reported and custom XML
- Click the remove all against those items with reported issues then close the dialog
- Save as a potx, overwriting your blank .potx file
