I am using B-Folders to sync notes from my computer to my smartphone. However, I cannot sync pictures with it so I would like to change.

I do not think if it exists another application to sync notes to a computer/smartphone within the same LAN without cloud ?

Is it possible with OneNote ?

I use OneNote on my personal network between my desktop and my portable PC via wireless, and works good.

But I don't have a smart phone, so I cannot say if you can or not.

If your smartphone has Wifi, and your local net has Wifi, you should be able to configure sync center to recognize your phone, and as long as you are within range of your wireless, I think the OneNote App. would work.

But I don't know how well it would work, memory limitations on your smart phone may not allow much to be used this way, Or at all, if your smart phone can only transmit data to the cloud for storage.

Onenote can sync notes within a LAN between computers (not smartphones).
