I'm having the same issues, none of the advice here has made any difference.  My Microsoft account is not a live/hotmail... email account.

Support, please find the error codes hidden in the source of the page below:

<!--BUILD VER: 14.0.5645.4003-->

<!--LLCC: en-GB-->

<!--MACHINE: SN1REN142-->

<!--CORRELATIONID: 9c630f8c-0552-42ea-83d6-80eb655bcd18-->

Ok I've figured it out!  Go to http://account.live.com, login and make sure that your Name is stored in your Microsoft profile.  Now it works!

    Hi All - can you ensure that your Time Zone is correctly set in Windows before attempting to Purchase?  To do this you can:

    • Launch Control Panel in Windows 8
    • Select 'Clock, Language, and Region'
    • Under the 'Date and Time' option select 'Change the time zone'

    Hi,

    Welcome to Microsoft community and thank you for posting the question.

    As I understand you are not able to purchase the Office 2013 Home and Premium edition.

    I would like to know more information to help you better.

    1. Which browser you are using to purchase the Office 2013.

    Set Internet Explorer as a default browser as suggested in these links and then try purchasing the Office and verify the result.

    http://windows.microsoft.com/en-GB/internet-explorer/make-ie-default-browser#ie=ie-10

    http://windows.microsoft.com/en-GB/internet-explorer/make-ie-default-browser#ie=ie-9

    Hope this helps to resolve the issue. If you need any assistance, reply to us and we are glad to assist you further.

    Thank you.
