How can I add 3D borders to all cells in a table?

If you are trying to recreate keyboard keys, what you probably would find better is a "key cap font'. Google those words. There are lots of free and purchased FONTS you can install that look like keyboard keys. Here is one page I found with 17 examples:

NOTE: if you use them, make sure to set the option to embed fonts documents you use them in so that if you move the file the characters won't be lost because the font is not installed on the other machine.

Well,  you didn't ask that, so I figured you knew (it took me a while to figure it out myself). In order to get the 3D effect, you have to select one of the line patterns that has thick and thin lines. FWIW, I don't think you'll want this effect on every cell, possibly not even on the outside of the table. It's not really that great.

    The only way I've found is to apply the setting to a single cell, and then select each additional cell and press F4.
