Excel 2010 keep opening up in Persian(farsi) for me. I have changed the setting in Excel to use English as default, but it keeps showing in Persian. If I install the Language Interface Pack 2010, then I cannot open Excel at all.

Are you trying to change the typing language or the interface language?

Is office 2010 english version installed or you have a persian language interface installed?
