Creating Custom Student Groups using Excel, Access, or some other Microsoft Software-Please help a teacher out.

I want to create groups of students with varying numbers in each group--and factoring in gender, academic grades, etc...  Some students MUST be placed with certain other students.  Is there a way to use Excel to sort students with an IF/THEN relationship?  For example: Jimmy must be placed with Tommy, and Tommy must be placed with Jenny.  How do I sort a group of 127 students into semi-equal groups so the students just listed are defiantly together?  I may need 5 groups, I may need 20 groups for various school activities.

    I created a SkyDrive and uploaded a file so it is public.  It has the information I am trying to sort.
