Cannot open or create any Database in Access 2007 {Error 3358}

"Cannot open the Microsoft Office Access database engine workgroup information file"

Everything in office 2007 works except Access 2007.  I am running Windows 7 Professional. When I try to open any database or create a new one I get the above mentioned message.  I have removed office completely and reinstalled without any progress.

    Search your disk for a file named SYSTEM.MDW and delete it. That's the workgroup file. It may have become corrupted; reinstalling Office won't (necessarily) replace it, but if you open Access and it can't find the file it should create a new one.

    All I can suggest is that you see if there's anything in the Security FAQ that addresses the issue:

    The "Workgroup information file" is the .MDW file that the Security code creates. Either A2007 can't create one, or it can't read the file that is there, somewhere on your computer.

    First off this is a personal computer with a fresh copy of Windows 7 and not part of any workgroup.

     The links you provided don't work with windows 7 and or Access 2007, I tried.
