Footnote number changes when I move it

I am trying to drag a footnote (165) over a few words. It is not going past any other footnotes, but when I drop it, it changes to 166 and renumbers the rest of the footnotes. Then the footnotes read 164,166,167.

I have track changes on. Is that causing the problem?

When I move the footnote back a few words I don't have this problem. Any suggestions on how to fix this?

Yes, it is.

When you make changes with Track Changes on, the moves are preserved as "copies".  You should get into the habit of adjusting your track changes view options so you can see both insertions and deletions, so you can see what is going on.

If you Accept All Changes (which you will do before publication) it will all come right.
