blue bars for going down the document

Now I have lost the blue bar on the side of the word document--the thing you can drag and go up and down the document. As usual the help topics are not searchable in any way that is intuitive to me. Can anyone tell me how to get that blue bar back on the side of the Word document so I can move up and down the pages? I am in the silly 2008 version of Word. Please hurry.

By the Way: if you have recently moved to Mountain Lion (OSX.8.2)  the scroll bars have a totally different look and the disappear if the mouse or trackpad pointer is not over the areas where the scroll bars should be.
