I am supposed to insert text into a pre-formatted text box, but don't see any ybder my Word 2010 text box icon . Are these formatted text boxes downloadable from somewhere?

If you are not seeing a gallery of built-in text boxes under Insert | Text | Text Box, then the problem may be with your Building Blocks file. See http://office.microsoft.com/en-us/word-help/i-don-t-see-galleries-of-page-numbers-headers-and-footers-cover-pages-or-equations-HA010203346.aspx.
