Cut function does not delete the selected cells

For the last 2 weeks i have this problem and i can't find an answer...
The cut function copies the cells and i can paste them but doesn't delete them after the paste.
The dotted line that was usually round the cut cells is now a continuous line. Is as if i only copied them...
It doesn't matter if i use the short-cut key, right-click or the tab button.
I'm using Excel - Office 2010 on Windows 7.
