how does language packs work?

Question

If you get a spanish language pack:

• would it actually change the language of office - like would the tool bars and all have the language specific to the language pack?
• Does it convert files from other people to the one specific to the language pack installed
• would it change english text to the one specific to the language pack when like sending an email to someone using a spanish Office?

Interface only...  It does nothing for files or eMails.
