Using Tabs within a Table Cell

I am using word 2008 and working in a document that was created on a PC a ways back.  I am working in a table which has a tab set within a cell. When entering new data, even though the tab is set, the tab key just advances to the next cell, not to the tab stop.  The only way I can enter new data that is formatted correctly is to copy an old cell and change the data.  Does tabbing within a cell no longer function or is there something else I must do? 

In the following example, the tab is used to enter the year on the second line so it is positioned equally for all cells.

To enter a tab character within a cell, press Option Tab.
