"Error 2103. Could not resolve path for shell folder O." How do I correct this?

I installed H & R Block's "At Home Premium + State 2011" tax preparation software Thursday, 2-16-2011.  I completed most of the Federal information, downloaded the appropriate state program, completed it and saved the program.

I am operating Vista Home Premium w/ service Pack 2.

When I tried to open the saved Federal return I received the following error message:  "Error 1606.  Could not access network location O."

The program told me it could not open the Federal return because the state program was not installed.  To install the state program it attempted to uninstall the state program and that's where it hung up.  I keep coming back to the Error 1606 message.

I followed the following Microsoft protocol to correct the problem:  "support.microsoft.com/KB/886549" and completed all the steps.

Microsoft Fix it 50356 was the fist option and it did not resolve the issue.

I manually verified the registry keys, they are correct.  This did not fix the issue.

I discovered an used folder for Office 2000 (value 9.0) and deleted it.  Then I restarted the computer and now have the following error message when attempting to delete the H & R Block state tax program:

"Error 2103.  Could not resolve path for shall folder O."

How do I work around this?

What does H&R Block's support people say when you contact them?  I don't see this as having anything to do with Office.

H & R Block said the problem was known, that the answer was found in KB 886549 and that the state program hung up was not their fault.  They believed the problem was resident in my OS.
