Multiple Processor Group test failed inside xen vm

I am running HCK tests inside a xen vm, but Multiple Processor Group test failed. Maybe because xen hypervisor does not support multi processor group.
I wrote this reason inside a readme.docx and packed it as supplemental folder. But it is still rejected by manual review of WHQL. It tell me to provide a errata ID or
a waiver ID. How can I get any of them? What a formal readme.docx looks like, is there any example?
