Cannot disable "smart quotes" Auto Formatting

I've found a bug.  I've turned off the Word Auto Format option to replace "straight quotes" with “smart quotes”, but the curled smart quotes are still being inserted automatically.  This behaved as intended in Office 2010.

I'm using Office 2013, fully updated, on a Surface RT tablet.

Can anyone else reproduce this bug?

    Wow look at that, I'm an idiot!  That really is a poor UI though... if the options are the same on both tabs but one happens 'live' as you type, that should just be an option on the first one saying "do these automatically" or something.  I saw AutoFormat and targeted in on it with tunnel vision thinking that was all I needed to view.

    I don't have an RT, and the Office code on RT isn't the same as that on Windows 8, so I can't say that my inability to reproduce the behavior means anything. But just to be sure: Did you turn off the option on the AutoFormat As You Type tab of the dialog, or only on the AutoFormat tab?

    Same here, using surface rt, unchecked all auto correct options, but it still autocorrecting when typing, very problematic when it keeps changing the words you actually want
