Does this happen on all notebooks?
Remove and readd the notebook and try to resync if it helps.

I'm getting this error message in OneNote 2010 when I try to save a notebook as a OneNote packge (.onepkg).
"OneNote cannot pack these sections because some sections have not yet been fully synced. Try again when you're online and the notebook is synced."
Despite the message text, it appears that the notebook is fully synced before I attempt to save it. The sync status symbol is green with the green check mark.
When I tried to save the notebook while offline, I got the same message.
What's going on here?

For me it helped when I deleted the page versions history. Seems like something in there wasn't fully synced.
I exported the sections one by one until I got to a section which gave me the error message. After I removed the whole page history I was able to export the notebook as a .onepkg file.
For me one of the subpages was corrupted. It displayed correctly but when I removed that subpage I was able to save notebook.
You don't have to delete that subpage. Only what you have to do is to make some change e.g. add some text. Then it's possible to save it.
The most tricky thing is to find which subpage corrupted.
Still does not work for me. Any other suggestions with this problem?
