What does "Exception Eprivilege in module Shell32.dll at 00029049 - Privileged Instruction" mean?

My recently purchased PC with Windows7 now upgrade to Windows8 will not open Office 2010 or Outlook anymore with the response written above.

What is the solution to this please?

    Thank you for contacting Microsoft Community. As I understand you are unable to open Office applications.

    EPrivilege is raised when Operating System reports an invalid instruction being executed.

    Provide us event viewer log for Office application crash to help us check what might be causing the issue and assist you better:
