SSRS report - Rectangle with background image

I need to have an image with a text over it. For this I am trying a rectangle with a background image. The text over the picture is working fine, but the picture is not looking right at the runtime. Here is how it looks in design:

    Hi @mark goldin ,
    I did some tests in local. everything works fine.

    I added an image to the Report Data, the format is jpg. Then I created a rectangle and filled the image in the rectangle properties.
