Hyper V VM not starting

We have 2 VMs on a Windows Server 2019 where since yesterday one of two wont turn on after we disabled the dynamic memory setting and did a restart. The error we get is the following
"hyper v failed to start worker process. the instruction at 0x%p referenced memory at 0x%p. The memory could not be %s. (0xc0000006)."
What I've tried so far is to delete that VM and created a new one which also got the same error while trying to start it. The one working VM was on a saved state but after restart of the physical server it worked.
Any suggestions?

    If it doesn’t work, please try reinstalling the hyper-v feature.
