Conditional format problem

Hi I am trying to use the greater than or equal to function to highlight a cell when it's value is greater than another cell. However when I perform this operation the cells I apply the rule to all highlight. Even empty cells. Only when a value is present that is less than the conditional format value does the cell become in highlighted. I have already successfully applied less than or equal to formatting to other cells without a problem so why won't it work?
