From your description, it seems that you use the intune free trial. This free trial is for us to try intune. And if we are satisfied with intune and want to continue using it, it is needed to purchase intune product(it means get an intune subscription). Intune for Education
We have one of above is enough to use intune. When a user has intune license, this user will have the permission to use features in intune.
