    Generally, installation may stuck at some packages for configuration. If the process is still working and there isn’t any error message appears, I suggest you wait for more time to see whether the process continues to install the next package.

    If you have waited for a very long time, then there must be something wrong. Please try to update Windows to the latest version and make sure that there isn’t any Update error listed, and then reboot your machine and try to reinstall VS 2019.
