Word 2003 does not create normal.dot

Word 2003 running on Windows 7 Professional (64 bit) does not create a Normal.dot after the exisiting Normal.dot template has been deleted from C:\Users<username>\AppData\Roaming\Microsoft\Templates folder.

Please advise!

    Have you checked Tools>Options>File Locations and verified that C:\Users<username>\AppData\Roaming\Microsoft\Templates folder is assigned as the user template folder?

    Yes.  No other instances.  Also, no integrated applications.

    Have you checked Task Manager (CTRL+ALT+DELETE) and verified that there are no other instances of Word running?
