How do you encrypt a Visio document?

I can't find the option that allows a password protect option.

    Correct. But there are other ways: WinZip or 7-zip will create password-protected archives.

    Let me clarify, it is password protect visio files.

    What I'm trying to do it restrict the audience who views the visio file. So, based on your response, that isn't possible for Visio files. Correct?

    Encryption and password protection are very different things. There is no password protection of Visio files. If you want to protect files with encryption then just google for "windows encrypt files".
