Anchor object and text

I am using Publisher 2013 to create a newsletter.

I want to associate a photo with each person's article.

How do I anchor the photo to the text so that when the text moves the photo stays with it?

Drag the picture into the postition you want. Right click > format picture > layout tab > object position - inline and move object with text.
