Relationships button grayed out

In Northwind Access 2013 Desktop Product Inventory database template the relationships button is grayed out and I can not view the relationships tables or get into design view. What do I have to do to get it to work? I am using Windows 2007 Enterprise w/ Office 2013

    Thanks for responding so quickly. The tables have globes in the middle of the icon. My question is can or how do I convert to desktop and not web based so I can work with the relationships. Or where can I download a desktop based Northwind 2013 Desktop Product inventory database.

    I downloaded from Microsoft Templates online 2010 Desktop Product Inventory like you suggested I do and it is also web based. Is it that I am downloading the template from Microsofts web site or is the Desktop Product Inventory on a CD with the software.

    Not so easy to convert, so let's try this first...  Look for the Northwind Database in version 2010.

    Sounds like that is a Web Database.  What do the little TAble icons look like, squares or globes?  Globes means web which means no Relationships.
