Copy a protected excel file

How can I protect and prevent an extensive excel template from being copied to a blank excel spreadsheet? I have protected each tab and the workbook but can still copy to another spreadsheet.

    While doing protection, uncheck "Select Locked Cells".  Also give some password, Now no one will able to select the cells and hence will not be able to copy it.
