Open a new workbook with the default three sheets in it.

Select all sheets then do a page setup and set your margins and other stuff.

    Ungroup the sheets then File>Save As>Saveas Type>Template(*.xlt).

Name it BOOK then save it.

Open another new workbook and delete all but one sheet.

Format your margins etc. then same as above except name it SHEET

Move those two templates into your XLSTART folder they will become the default New>Workbook and New>Worksheet.
