OneNote cannot open PDF files

I am running OneNote on both a Windows 8.1 laptop and an IPad.

I have several pages with embedded PDF files.

When I try to open the PDFs using the Windows 8.1 OneNote I often get an error that the file cannot be found.

Interestingly it works perfectly on the IPad.

If this is any help I have my Documents folder set up to automatically sync to OneDrive and all the files are set up to be available offline. (I am always online BTW.)

Any help is appreciated.

    I am trying to open the file from within OneNote. I am not downloading it.

    I don't know where OneNote stores the file.

    When I originally attached the PDF to the page it was in the Documents folder

    My Documents folder is set to automatically replicate with OneDrive using the feature of Windows 8.1 which does that.

    I would like to know if you’re trying to open the embedded PDF files on OneDrive or from the files saved locally on the computer.

    Try to open the embedded PDF files on OneNote by saving it locally on the computer and verify the status.
