I want to rotate a line chart (or x-y chart) so that the bottom labels become the other axis - see example here. I need it data-driven and with text correct like when you change a vertical column to a horizontal bar chart
I don't think I've ever seen that sort of a chart. What is the purpose of this type of chart?
See attached. If it's the same way round as a line chart it can get confusing - it has no time axis - is this clearer now?
This last example is clear, but I simply have not seen excel used this way. What is the general purpose of this type of chart (just curious).

Use the "line" portion of the example. I think it gives you what you are looking for.
