Is it possible to share a OneNote 2013 Notebook with others (who may or may not have OneNote themselves) so that they could view and edit it without using my Microsoft account? If so, how can this be done?

You'll need to upload the notebook to SkyDrive, then share that notebook from SkyDrive with others.

To share, open the SkyDrive website, click the notebook and choose "Share" from the top bar.

When inviting people to the notebook, click "Recipients can edit" to get more permission options. You can choose for recipients to be able to view or edit the notebook. You can also choose whether or not recipients will need their own Microsoft account to view or edit. If you choose Recipients don't need their own Microsoft account, anyone who gets their hands on the link to the notebook will be able to view or edit the notebook.
