"microsoft remote data services server" / msadcf.dll issue crashes Access

I have been running a shared Access 2010 database on several networked Windows XP and later Windows 7 computers with no related issue.

We now have a Windows 8 computer running the identical database in the identical way and Access is crashing on my startup form (which has lots of programming).  First it reports that msadcf.dll version 1.5 is missing ("Your Microsoft Access database or project contains a missing or broken reference to the file 'msadcf.dll' version 1.5. *To ensure that your database or project works properly, you must fix this reference.") and then the debugger reports that "microsoft remote data services server is missing".

I stop the debugger (which takes a few minutes since there is so much programming) and run references and uncheck "microsoft remote data services server" and save this.  Most times, the form will run successfully.

However, when we restart Access 2010, the whole thing starts over again.  This has been hugely annoying.
