Top row missing from Excel workbook

A user has an issue with the top row being cropped off behind the formula bar. this affects the view of the column headers and the first row of data.
notice the workbook in the background. once I open a new workbook it looks fine but once I close the old workbook the display turns to what you see in that workbook.
