What exactly is your problem? One thing that really limits Access databases is if they are not in a Trusted Location. Could that be the cause?

Access 13 opens all my databases in exclusive mode. This prevents word merge (and possibly other things) from working. How van I get back to normal?

File -> Options -> Client Settings
Scroll down almost to the bottom and locate the setting entitled 'Default open mode' and ensure it is set to 'Shared'

I haven't worked with 2013, but all previous versions had a option under the Client Settings where you could set to either open all databases as Shared or Exclusive.

So simple - thanksĀ lot that did the trick.
I didn't think to look under "Clients".
So thanks again it has been driving me mad.
